It is difficult to sometimes identify Devonian Period crinoid stems without their calyx. This specimen was found in Clark County, Indiana, USA. The fossil fragment has a lot of texture.
Definitely a stoloniferous crinoid stem. There are a couple of Crinoids in the Devonian that have such large stems with the stolons and I find them in a few of the formations up this way. Notably the Edgecliff member of the Onondaga Formation in NY which I think may correlate to the Jeffersonville Fm. in your neck of the woods.
